# Delegation of International Humanitarian, Technical, and Development Powers

## Section 1 — Purpose and authority

1.1 This Instrument states the Order-law basis on which the Sovereign Military Order of Malta may constitute, empower, and supervise chartered agencies, ministries, departments, offices, programmes, and instrumental bodies serving humanitarian, educational, technical, medical, identity-support, telecommunications, crisis-response, employment, and development purposes.

1.2 This Instrument is issued in reliance on the Order's established international legal personality, diplomatic relations, Permanent Observer participation in the United Nations system, and international cooperation practice in support of the Order's humanitarian mission.

1.3 This Instrument delegates powers internally under Order law. It does not declare any subordinate body to be an independent State, nor does it by itself create immunity, recognition, or regulatory exemption against any respondent jurisdiction.

## Section 2 — Delegated bodies

2.1 Bodies operating under this Instrument may include chartered agencies, cooperative bodies, licensed delegates, programme vehicles, and subordinate administrative organs recognized in GUOSMM or SHOSJJ registry records.

2.2 As of this draft, the principal bodies expressly contemplated include:

- Sankofa, as sovereign technology provider and cloud-governance body
- PanTel, as multinational telecom cooperative under PANDA
- Complete Credential, as credential workflow and verification platform operator
- SMOA, as the order and authenticated-copy continuity lane

2.3 Additional bodies may be admitted by later GUOSMM publication, registry designation, or express delegation instrument.

## Section 3 — Liberally construed delegated powers

3.1 Each delegated body shall possess all powers reasonably necessary, incidental, conducive, or convenient to carry out its chartered purposes.

3.2 Such powers may include the power to:

- contract and form lawful operational arrangements
- employ, train, appoint, and supervise personnel and officers
- operate programmes, platforms, clinics, schools, portals, registries, networks, communications systems, and technical infrastructure
- provide humanitarian relief, education, training, employment, project administration, and quality-of-life programmes
- collect, review, maintain, verify, and present records and evidence subject to applicable privacy, confidentiality, and records rules
- hold, administer, and disburse funds, grants, equipment, property, and project resources for chartered purposes
- issue internal administrative acts, programme standards, operating rules, eligibility criteria, and technical controls
- enter into memoranda, service arrangements, training partnerships, implementation arrangements, and other lawful cooperative instruments
- engage governments, international organizations, civil-society bodies, counterpart institutions, and private actors for mission-aligned purposes

3.3 These powers shall be construed broadly in favor of operational effectiveness, provided that no construction shall be read to authorize a prohibited claim or an act unlawful in the jurisdiction concerned.
