# Treaty on Treatied-Nation Monetary and Settlement Cooperation (Framework Text)

## Preamble

The Sovereign Military Hospitaller Order of St John of Jerusalem and acceding treatied nations, recognizing the Bull *Pie Postulatio Voluntatis* (1113) hospital enumeration and magistral instruments codified in GUOSMM 2026,

**Have agreed** as follows:

## Article 1 — Object

Establish a framework for monetary dialogue, EMCB/ISB settlement cooperation, and humanitarian finance lanes among treatied nations and Order instrumental bodies.

## Article 2 — Accession

2.1 Accession by diplomatic note (Series D) and countersigned schedule under this Treaty framework.  
2.2 National authorization and local counsel sign-off required before operational reliance.

## Article 3 — Settlement cooperation

3.1 Cross-border settlement among acceding central banks and EMCBs may use DBIS tripartite architecture (GUOSMM-C-2026-001).  
3.2 Finality per GUOSMM-C-2026-002.

## Article 4 — Monetary identifier

SCUDO messaging identifier per GUOSMM-B-2026-005 and `config/scudo-iso4217-registry.v1.json` — no automatic legal-tender claim in acceding state.

## Article 5 — Humanitarian lane

Acceding parties may participate in humanitarian finance framework (GUOSMM-D-2026-007) subject to bilateral schedules.

## Article 6 — Disputes

Article 6 disputes resolved per GUOSMM-B-2026-010 unless bilateral schedule specifies otherwise.

## Article 7 — Entry into force

This framework text is published in GUOSMM as Tier 1 notice. **Binding force** arises only upon countersignature by acceding party and deposit of executed schedule with magistral registry.
