Framework for **establishment** of institutional diplomatic contact with SHOSJJ instrumental bodies (Treasury, OMNL, DBIS, Licensing Authority).

## Section 2 — Representation classes

| Class | Description |

| A | Foreign ministry / central bank liaison |
| B | Correspondent institution (pre-entitlement) |
| C | Humanitarian finance partner |
| D | Treaty negotiation counterpart |

## Section 3 — Preconditions

3.1 Written designation of contact point with institutional email on Order or licensed entity domain.  
3.2 No PEP/sanctions clearance implied — counterpart KYC remains bilateral.
