# Diplomatic Circular — Magistral Protocol and Institutional Contact Registry

## Section 1 — Purpose

This Circular establishes the **magistral diplomatic protocol lane** for foreign ministries, correspondent institutions, and treaty partners engaging the Order's instrumental bodies under GUOSMM.

## Section 2 — Scope

2.1 Applies to Tier 2 diplomatic notification registry entries referencing GUOSMM Tier 1 instruments.  
2.2 Does **not** confer sovereign recognition, banking license, or correspondent entitlement by publication alone.
