# Settlement Finality Rules

**Institution:** International Settlements Bank (GUOSMM-C-2026-001)

## 1 — Final settlement definition

1.1 Settlement is **final** when irrevocably recorded in the ISB ledger and notified to participants per these Rules.  
1.2 Finality time: system timestamp at credit to beneficiary settlement account.

## 2 — Reserve treatment on finality

2.1 Upon finality, reserve debits/credits are binding for ISB and participants.  
2.2 Reserve asset policy: GUOSMM-B-2026-002.

## 3 — Insolvency procedures

3.1 Upon participant default, ISB applies close-out netting per published Settlement Rules.  
3.3 Collateral enforcement follows membership agreements.

## 4 — Dispute resolution

4.1 Institutional disputes: ICC/UNCITRAL per GUOSMM-A-2026-001 Article 3.6.  
4.2 Participant disputes: arbitration clause in membership agreement.
