# Portal Terms of Use

## Section 1 — Scope

1.1 These Terms govern use of the Sankofa portal and affiliated authenticated workflow surfaces used for identity-support, credential requests, family-management workflows, official-order continuity, authenticated-copy continuity, and related programme access.

1.2 By selecting an affirmative acceptance control and proceeding into the portal, the user agrees to these Terms.

## Section 2 — Eligibility and account integrity

2.1 The user must provide accurate identity, role, and contact information.

2.2 The user must not impersonate another person, conceal role status, or create false dependent, officer, employee, or institutional records.

2.3 Access credentials are personal unless an institutional administrator workflow expressly permits delegated administration.

## Section 3 — Acceptable use

3.1 The user shall use the portal only for lawful and authorized programme purposes.

3.2 The user shall not:

- submit forged or materially misleading records
- bypass review gates
- tamper with workflow states
- scrape or harvest restricted data
- create unsupported claims of status, issuance, or family entitlement
- interfere with verification or border workflows

## Section 4 — Family workflow integrity

4.1 Dependent or immediate-family workflows must remain tied to valid authority and supporting records.

4.2 The user may not add, alter, or retain a dependent record without lawful or programme-authorized basis.

4.3 Where a family-related official order or authenticated copy is required, the user acknowledges that removal or falsification of that basis may result in suspension, denial, or revocation.

## Section 5 — Administrative actions

5.1 The portal operator may restrict, suspend, deny, revoke, or terminate access for violation of these Terms or related programme rules.

5.2 Emergency restriction may be applied immediately where necessary to protect system integrity, identity integrity, fraud controls, or family safety.

## Section 6 — Evidence and assent

6.1 The system may preserve the user's acceptance event, document version, hash, role, and workflow context as evidence of assent and use.

6.2 The user consents to the retention of such records for audit, enforcement, dispute resolution, and programme integrity purposes, subject to applicable law.

## Section 7 — No guarantee of issuance

7.1 Portal access does not guarantee approval, issuance, family inclusion, or verification success.

7.2 All issuance and verification outcomes remain subject to the governing authority basis, operational rules, and applicable law.
