# PanTel — Agency Charter (Multinational Telecom Cooperative)

**Issuance:** Sovereign Military Order of Malta → SHOSJJ Licensing Authority (`GUOSMM-A-2026-002`) → delegate **pack-dbis** (cross-border coordination)

## Section 1 — Registration

1.1 **PanTel** is a **multinational telecom cooperative** constituted under the **Pan African Network for Digital Advancement (PANDA)** program.

1.2 PanTel is distinct from **Sankofa** (Sovereign Technology Provider, `GUOSMM-B-2026-012`) and **OMNL** (monetary issuer, `GUOSMM-B-2026-001`).
