# Monetary Precedent and SCUDO Lineage Notice

## Preamble

The Sovereign Military Hospitaller Order of St John of Jerusalem of Rhodes and of Malta ("the Order"), recognized by Pope Paschal II in the Bull *Pie Postulatio Voluntatis* (1113) and governed under the Constitutional Charter and Code promulgated 3 September 2022, exercises delegated magistral authority under Article 15 and Article 6(5) of that Charter. This instrument is published in the Gazzetta Ufficiale dell'Ordine Sovrano Militare di Malta (GUOSMM) as subordinate Order law. It is not an amendment to the Carta Costituzionale.

Legal effectiveness originates from Tier 1 GUOSMM publication under Order law. External notice serves transparency and interoperability — not creation.

This Notice records **historical numismatic precedent** supporting **Treasury issuance of SCUDO** under `GUOSMM-A-2026-001` (republication v3). It is informational within Series A; it does not amend the Carta Costituzionale and does not claim automatic extraterritorial legal-tender status.

## Article 1 — Historical accretion (Rhodes and Malta)

1.1 From approximately **1318** on Rhodes, the Order struck silver **grossi** and later **gigliati**, adopting Mediterranean trade modules (French gros, Neapolitan gigliato, Venetian gold types) while asserting institutional legends and magistral iconography (sources: Order of Malta; Metcalf; CoinWeek).

1.2 From **1530** on Malta, the Order operated a mint under magistral privilege (Charles V grant; papal intercession for minting rights). First Maltese coins appear under **Pietro del Ponte (1534–1535)**. The system aligned with **Sicilian/Messina** weight and fineness standards (1609 Council study). Denominations included gold **zecchini/scudi**, silver **scudi, tarì, carlini, cinquini**, and copper **grani, piccioli** with conversions: **1 zecchino = 4 scudi + 3 tarì**; **1 silver scudo = 12 tarì**; **1 tarì = 20 grani**; **1 grano = 6 piccioli** (Central Bank of Malta).

1.3 After the **Great Siege of 1565**, the Order issued **fiduciary copper** at initial par with Maltese and Sicilian silver, legend **NON AES SED FIDES**; overissue destabilized parity (1649 onward). Countermarking under **Jean-Paul Lascaris Castellar** addressed counterfeiting. Mint locations: Vittoriosa/St Angelo → Valletta Palace (1573) → National Library building (1788); operations ceased **1800**.

1.4 Territorial minting ended with the loss of Malta (**1798**). Modern commemorative issues (from **1961**) are **not** Tier 1 GUOSMM monetary instruments.

## Article 2 — Institutional separation (historical analogue)

2.1 The **Codice de Rohan (1782)** distinguished **Del Comun Tesoro** (treasury/revenue) from **Dello Sguardio** (audit/oversight) — an historical analogue to the 2026 separation in which **Treasury issues SCUDO** and **OMNL** exercises EMCB prudential supervision without issuer status.

## Article 3 — Relationship to GUOSMM-A-2026-001

3.1 **SCUDO** under this gazette is the Order's **electronic monetary unit** issued by the Monetary and Treasury Administration pursuant to `GUOSMM-A-2026-001`.

3.2 Historical scudo/tarì/grani denominations evidence **naming lineage and accreted mint practice** under `coinage_and_jus_monetae` — not a claim that electronic SCUDO is redeemable in historical specie or legal tender in foreign jurisdictions without separate compliance.
