1.1 This Notice publishes the current-state versus target-state transition rule for GRU and Scudo terminology used by Order operators, OMNL, DBIS, standards materials, and public notices.
1.2 This Notice is an operational transparency notice. It does not itself complete external counsel, ICAO, ISO, or respondent-jurisdiction authority gates.
1.3 The `publishedAt` and `effectiveAt` values are proposed draft timestamps until counsel approval, production signature, and publication owner release occur.
2.1 Existing Gazette and operator materials stating that Treasury issues SCUDO remain current-state references unless and until a later signed instrument expressly supersedes them.
2.2 No prior act is silently rewritten by this Notice. Any supersession must be express, cite the affected act, and state the operative article-level change.
3.1 The target model is to place monetary authority, currency-register maintenance, official monetary notices, reserve governance, and standards sponsorship with OMNL, subject to final counsel instruments.
3.2 Public materials may describe OMNL as the target monetary authority, issuer, administrator, or sponsor only when the statement is clearly counsel-dependent or tied to a signed superseding instrument.
4.1 GRU may be described as an official reserve, accounting, valuation, and wholesale settlement unit only under the separately applicable OMNL or Order authority that authorizes it.
4.2 Any SDR reference must be framed as independent reference methodology. GRU is not IMF-issued, IMF-sponsored, an IMF allocation, an IMF-prescribed holding, or a claim against the IMF.
5.1 Repo-complete means the operational package, evidence package, and validation controls exist. It does not mean external legal or standards authority is complete.
5.2 Tokenized Scudo and GRU must each select one legal characterization before production-grade external filing.
5.3 No legal-tender, deposit, EMI, bank, or unconditional-redemption claim may be made without a separately applicable authority record.
6.1 Gazette draft completion does not close the Legal Master Document identity-chain, counsel, standards, or jurisdictional authority gates.
6.2 The mandatory identity gate requires proof of the parent institution, competent officers, DBIS establishment authority where DBIS is implicated, filer authority, and non-confusion with unrelated similarly named orders.
6.3 A domestic filing, registry record, publication-log row, PDF, or signature manifest cannot cure a missing or defective chain of governmental authority.
7.1 The authoritative final-state reference for this Notice is the signed supersession instrument identified by exact document ID together with its publication-log row.
7.2 Until that signed instrument and publication-log row exist, this Notice remains a draft transition statement and not a closed-state authority record.
