Supplementary Registries and External Index Bindings Notice

Section 1 — Purpose

1.1 This Notice authorizes publication and operational reliance on the Complete Credential supplementary registries for person titles, property cadastre, transport, and controlled equipment.

1.2 This Notice also identifies the external reference set and data-share packet to be used for border-adjacent, customs-adjacent, and identity-support workflows involving PIV-linked transport or equipment assignments.

Section 2 — Covered registries

2.1 The following supplementary registries are within scope:

  • person titles and chivalric ranks
  • property cadastre
  • transport and conveyance assignments
  • controlled equipment and official kit assignments

    • 2.2 Transport and equipment records shall preserve assignment linkage to the responsible subject and, where applicable, the assigned PIV credential identifier.

    Section 3 — Authoritative reference set

    3.1 The published external reference set for this Notice is the Complete Credential external index bindings configuration and packet.

    3.2 That packet shall include at minimum:

  • EU PRADO start page and applicable XOM document families
  • ICAO Doc 9303 references for booklet and MRZ alignment
  • U.S. State Department OFM and related diplomatic/customs liaison references where cited
  • X-Road data-share profile and field controls
  • Gazette and paper-submission cross references

    • Section 4 — Operational reliance boundary

    4.1 Registry records are assignment, custody, verification, and continuity artefacts.

    4.2 They do not independently create:

  • sovereign travel entitlement
  • host-state customs dispensation
  • export-control authorization
  • telecom equipment import approval
  • firearms or restricted-equipment permit authority

    • 4.3 Any local or treaty-based permission must remain separately sourced and separately cited.

    Section 5 — Publication and submission

    5.1 The platform operator and connected portals shall cite this Notice when presenting vehicle, equipment, and other supplementary-registry records for official verification.

    5.2 The external submission set shall include:

  • Gazette publication reference for this Notice
  • Complete Credential external index packet master
  • X-Road data-share annex
  • EU / PRADO / ICAO / State liaison packet

    • 5.3 Paper submissions and liaison packets shall preserve the same field names, references, and non-claims reflected in the canonical Complete Credential governance records.
