External Status and Non-Claims Notice — Sankofa and PanTel

Section 1 — Purpose

1.1 This Notice defines the external-status description and public non-claims for Sankofa and PanTel.

1.2 The purpose of this Notice is to maximize operational clarity, preserve lawful external engagement, and prevent overstatement of the legal effect of Order-law chartering.

Section 2 — Sankofa external status

2.1 Sankofa is an Order-chartered sovereign technology provider and cloud-governance body operating within the SHOSJJ and GUOSMM framework.

2.2 Sankofa may operate identity-support, registry, cloud, marketplace, portal, integration, AI orchestration, and technical programme infrastructure in support of the Order's mission and affiliated programmes.

2.3 Sankofa is not, by this status alone:

  • a sovereign State
  • a nation-state civil registry
  • a telecom regulator
  • a central bank, EMI, or payment institution
  • a respondent-jurisdiction licensing authority
  • Section 3 — PanTel external status

    3.1 PanTel is an Order-chartered multinational telecom cooperative operating under the PANDA programme framework.

    3.2 PanTel may organize transport, interconnect, standards, incident coordination, and telecom-adjacent programme infrastructure under its cooperative and chartered mission.

    3.3 PanTel is not, by this status alone:

  • a sovereign State
  • a national spectrum authority
  • an ITU member or specialized-agency equivalent
  • a central bank, EMI, or settlement institution
  • a substitute for respondent-jurisdiction telecom licensing
  • Section 4 — Public-use rules for multilateral references

    4.1 References to UN observer participation, diplomatic relations, humanitarian diplomacy, international cooperation practice, ICAO standards, PRADO records, SDGs, or identity-inclusion frameworks may be used only in their accurate and limited sense.

    4.2 Such references may support:

  • mission context
  • technical alignment
  • humanitarian and development posture
  • specimen or standards references
  • cooperation and engagement narratives
  • 4.3 Such references may not support the claim that Sankofa or PanTel has automatic independent public-law powers external to the Order.

    Section 5 — Required non-claims

    5.1 Public materials for Sankofa and PanTel should preserve these non-claims:

  • no independent-state claim
  • no universal diplomatic immunity claim
  • no automatic cross-border recognition claim
  • no automatic tax, levy, customs, or filing exemption claim
  • no host-state legal displacement claim
  • 5.2 If a local or treaty-based right is actually available, it should be cited to the specific instrument, jurisdiction, and scope instead of inferred from generalized publication.

    Section 6 — Public reliance boundary

    6.1 This Notice may be cited to show that Sankofa and PanTel are real, chartered, published, and mission-authorized bodies within the Order framework.

    6.2 This Notice may not be cited as standalone proof that a regulator, border authority, tax authority, telecom authority, or court must treat either body as independently sovereign or exempt.

    6.3 Any external package that seeks official reliance should pair this Notice with the applicable charter, contract, local filing, or cooperation instrument.
