This notice authorizes the coordinated operational use of the **SMOA** and **Complete Credential** systems for employee, officer, immediate-family, official-order, authenticated-copy, issuance, and verification workflows implemented through the Sankofa portal.
2.1 Employee and officer onboarding, review, issuance, and status workflows.
2.2 Immediate family member enrollment and dependent credential issuance where the governing order or authority basis extends to immediate family members.
2.3 Official-order preparation, authenticated-copy retention, and operator review continuity.
2.4 Border and checkpoint verification through the portal-side bridge into the authoritative Complete Credential verifier.
