SMOA and Complete Credential — Operational Use Notice

Section 1 — Purpose

This notice authorizes the coordinated operational use of the **SMOA** and **Complete Credential** systems for employee, officer, immediate-family, official-order, authenticated-copy, issuance, and verification workflows implemented through the Sankofa portal.

Section 2 — Covered operational lanes

2.1 Employee and officer onboarding, review, issuance, and status workflows.

2.2 Immediate family member enrollment and dependent credential issuance where the governing order or authority basis extends to immediate family members.

2.3 Official-order preparation, authenticated-copy retention, and operator review continuity.

2.4 Border and checkpoint verification through the portal-side bridge into the authoritative Complete Credential verifier.

Section 3 — Required continuity controls

3.1 Admin access to `/verify/border` is retained.

3.2 Entity users must have reachable portal surfaces for:

  • family management,
  • official orders,
  • request status and evidence.

    • 3.3 Operations users must have reachable portal surfaces for:

  • family adjudication,
  • registry review,
  • card and credential issuance,
  • border verification.

    • 3.4 Official orders that address the immediate family, where appropriate, must remain attached to the issuance and verification record.

    3.5 The authoritative result for border verification remains the Complete Credential verification service; the portal acts as the governed access and presentation layer.

    Section 4 — SMOA role

    4.1 SMOA remains the authoritative order and authenticated-copy lane for the official instruments and supporting authority chain used by these workflows.

    4.2 SMOA-originating order references and authenticated copies may be relied upon by Complete Credential and Sankofa workflow surfaces when the authority basis is preserved.

    Section 5 — Non-claims

    5.1 This notice does not create a nation-state civil registry.

    5.2 This notice does not authorize uncontrolled retail identity issuance.

    5.3 This notice does not permit separation of family issuance from its supporting order basis.

    Section 6 — Publication

    This notice shall be published alongside the Complete Credential platform operator charter and referenced in operator-facing workflow documentation and governance records.
