Recognized Bodies and External References Classification Notice

Section 1 — Purpose

1.1 This Notice classifies how GUOSMM instruments, Order-chartered bodies, and affiliated programmes may reference internationally recognized bodies, standards organizations, public registries, and diplomatic frameworks.

1.2 Its purpose is to preserve maximum lawful operational latitude while preventing unsupported claims of automatic recognition, immunity, market access, regulator equivalence, or host-state legal displacement.

Section 2 — Reference classes

2.1 External references shall be classified only as one or more of the following:

  • **binding standard** within the specific programme lane
  • **interoperability target**
  • **specimen or registry reference**
  • **diplomatic or mission context**
  • **prohibited overclaim source**

    • 2.2 No external reference may be described as conferring legal effect beyond the scope actually supported by the cited authority, the governing Order instrument, and applicable respondent-jurisdiction law.

    Section 3 — Classified references

    3.1 **ICAO Doc 9303** may be cited as:

  • a binding document-format and MRZ standard where the programme expressly adopts it
  • an interoperability target for official or service travel-document issuance

    • 3.2 **EU PRADO** may be cited as:

  • a specimen and public-reference registry
  • an evidence source for visual and data-field comparison

    • 3.3 **eIDAS / SAML / related trust-service frameworks** may be cited as:

  • interoperability targets
  • technical and assurance references

    • They may not be cited as proof that an Order-chartered system is automatically an EU-qualified trust service, QES provider, or notified scheme.

    3.4 **X-Road** may be cited as:

  • a data-exchange and interoperability architecture reference
  • a model for authenticated registry exchange

    • 3.5 **PKIX / certificate-path validation frameworks** may be cited as:

  • binding technical validation rules where expressly adopted in the connector or verifier lane
  • interoperability and evidence-preservation standards

    • 3.6 **ISO 20022** may be cited as:

  • a binding message-format and interinstitutional messaging standard where expressly adopted

    • 3.7 **ITU and telecom-sector references** may be cited as:

  • sector-context references
  • interoperability and engagement references

    • They may not be cited as proof that PanTel is a national spectrum authority, ITU member, or specialized-agency equivalent.

    3.8 **UN participation, Permanent Observer posture, and diplomatic practice** may be cited as:

  • diplomatic and mission context
  • humanitarian and cooperation posture

    • They may not be cited as proof that any subordinate body automatically enjoys independent sovereignty, immunity, treaty-right inheritance, or host-state exemption.

    3.9 **World Bank ID4D and comparable identity-inclusion initiatives** may be cited as:

  • mission context
  • service-delivery and inclusion reference points

    • 3.10 **State Department, foreign ministry, or consular-reference materials** may be cited as:

  • specimen and explanatory references
  • respondent-jurisdiction engagement context

    • They may not be cited as proof of recognition, acceptance, or mandatory treatment by that authority.

    Section 4 — Citation rules

    4.1 Every external-facing package that cites a recognized body shall identify:

  • the cited body
  • the precise function for which it is cited
  • whether it is binding, informative, contextual, or specimen-only
  • any local filing, permit, approval, or treaty dependency still required

    • 4.2 A citation to a recognized body shall never substitute for:

  • a local permit
  • a local filing
  • a regulator approval
  • a carrier or spectrum authorization
  • a border or consular acceptance decision

    • Section 5 — Public reliance boundary

    5.1 Counterparties may rely on this Notice to understand the approved classification of external references in the GUOSMM corpus.

    5.2 Counterparties may not rely on this Notice alone as proof that any cited body has granted recognition, equivalence, approval, or immunity.
