1.1 This Notice classifies how GUOSMM instruments, Order-chartered bodies, and affiliated programmes may reference internationally recognized bodies, standards organizations, public registries, and diplomatic frameworks.
1.2 Its purpose is to preserve maximum lawful operational latitude while preventing unsupported claims of automatic recognition, immunity, market access, regulator equivalence, or host-state legal displacement.
2.1 External references shall be classified only as one or more of the following:
2.2 No external reference may be described as conferring legal effect beyond the scope actually supported by the cited authority, the governing Order instrument, and applicable respondent-jurisdiction law.

They may not be cited as proof that an Order-chartered system is automatically an EU-qualified trust service, QES provider, or notified scheme.

They may not be cited as proof that PanTel is a national spectrum authority, ITU member, or specialized-agency equivalent.
3.8 **UN participation, Permanent Observer posture, and diplomatic practice** may be cited as:
They may not be cited as proof that any subordinate body automatically enjoys independent sovereignty, immunity, treaty-right inheritance, or host-state exemption.
3.9 **World Bank ID4D and comparable identity-inclusion initiatives** may be cited as:

They may not be cited as proof of recognition, acceptance, or mandatory treatment by that authority.
