ICCC — Judicial and Commercial Compliance Delegate Charter

Article 1 — Purpose

1.1 This Charter defines the bounded delegate role of **ICCC** for judicial and commercial-compliance licensing lanes.

1.2 ICCC may perform adjudicative, review, and compliance-routing functions within the SHOSJJ framework, but does not replace the SHOSJJ Licensing Authority as sovereign licensor.

Article 2 — Permitted delegate functions

2.1 Intake, classification, and recommendation for:

  • `person.judicial`
  • `entity.defense_contractor`
  • `entity.commercial_enterprise`
  • 2.2 Commercial-enforcement and compliance review where the routing matrix designates ICCC.

    2.3 Judicial appeals handling consistent with `GUOSMM-A-2026-003` Article 6.2 and any chamber rules expressly invoked.

    Article 3 — Explicit exclusions

    3.1 No claim of automatic nation-state court equivalence.

    3.2 No claim of general criminal or police power beyond the published Order-law framework.

    3.3 No claim that ICCC alone can issue the underlying SHOSJJ license independent of the Licensing Authority.

    3.4 No defense-contractor or commercial-enterprise authorization outside the expressed class, evidence, and jurisdiction constraints.

    Article 4 — Counsel conditions

    4.1 Commercial-enterprise and defense-contractor classes require explicit prohibited-claims language in downstream charters.

    4.2 Forum-selection and appeal separation must remain clear between:

  • administrative licensing review,
  • ICCC judicial proceedings,
  • arbitration or contractual dispute mechanisms.
  • 4.3 Public materials must not imply universal enforcement recognition.
