The Sovereign Military Hospitaller Order of St John of Jerusalem of Rhodes and of Malta ("the Order"), recognized by Pope Paschal II in the Bull *Pie Postulatio Voluntatis* (1113) and governed under the Constitutional Charter and Code promulgated 3 September 2022, exercises delegated magistral authority under Article 15 and Article 6(5) of that Charter. This instrument is published in the Gazzetta Ufficiale dell'Ordine Sovrano Militare di Malta (GUOSMM) as subordinate Order law. It is not an amendment to the Carta Costituzionale.
Legal effectiveness originates from Tier 1 GUOSMM publication under Order law. External notice serves transparency and interoperability — not creation.
The **International Settlements Bank**, operating as **DBIS**, is established as a **Tripartite Sovereign Body** to settle between **Electronic Money Central Banks (EMCBs) and other central banks** within the **treatied nations of the Order**. DBIS operates on the **DBIS settlement rail** — **completely apart from the OMNL chain**. DBIS is **not** OMNL, **not** the Treasury (SCUDO issuer), and **not** GRU monetary policy.
1.1 The **International Settlements Bank (DBIS)** is established under delegated magistral authority as a **Tripartite Sovereign Body** for settlement and clearing among EMCBs and central banks.
1.2 DBIS possesses institutional personality on the **settlement plane** for clearing, finality, and multilateral net settlement — not for domestic e-money issuance or prudential licensing.
2.1 DBIS sovereignty rests on three pillars:

3.1 Clearing, reserve custody, correspondent settlement, liquidity provision, and reconciliation among **EMCBs** (including OMNL as Order EMCB) and **other central banks** within treatied nations of the Order.
3.2 Settlement finality per GUOSMM-C-2026-002.
3.3 Interoperability among admitted settlement participants through standards alignment and notice — functional analogue to BIS among classical central banks; **not** identity with BIS or IMF.
4.1 DBIS settlement operations occur on the **DBIS settlement rail** — **completely apart from the OMNL chain**.
4.2 OMNL (GUOSMM-B-2026-001) remains the Order's **domestic EMCB**; DBIS does not supervise OMNL's domestic e-money ledger or substitute for OMNL prudential functions.
4.3 Treasury issuance of **SCUDO** (GUOSMM-A-2026-001) and **GRU** monetary-policy frameworks are outside DBIS issuance authority.
5.1 Membership is open to **EMCBs**, **central banks**, and admitted settlement institutions within **treatied nations of the Order**, meeting published Membership Standards.
5.2 OMNL may participate as the Order's EMCB; membership does not merge OMNL identity with DBIS.
5.3 Admission, suspension, and termination per Series C rules and GUOSMM-C-2026-003 through C-2026-005 (member charters).
6.1 Reserve treatment linked to XAU, XAG, Order monetary units, and GRU-linked basket components; valuation per ISO market conventions.
