XOM Travel Document Issuing Authority Evidence and Standards Mapping Annex

Article 1 - Purpose

1.1 This Annex records the bounded XOM evidence package for travel-document issuing-authority recognition and standards mapping.

1.2 This Annex does not claim that XOM is an officially assigned ISO 3166-1 alpha-3 country code unless and until external confirmation is obtained.

1.3 The `publishedAt` and `effectiveAt` values are proposed draft timestamps until counsel approval, production signature, and publication owner release occur.

Article 2 - Controlling Statement

2.1 XOM is an established travel-document issuing-authority designator of the Sovereign Order of Malta within ICAO-compatible and European travel-document systems.

2.2 XOM shall not be conflated with physical office location, tax jurisdiction, monetary authority, ISO 3166 status, or transaction governing law.

Article 3 - Evidence Sources

3.1 The evidence package cites the following public sources:

  • Council of the European Union PRADO XOM document records: `https://www.consilium.europa.eu/prado/en/prado-documents/xom/index.html`;
  • ICAO Doc 9303 publication family: `https://www.icao.int/publications/doc-series/doc-9303`;
  • Sovereign Order of Malta passport authority page: `https://www.orderofmalta.int/government/passports/`.

    • 3.2 Additional non-public or authority-requested evidence shall be attached only after source, date, custodian, and permissible-disclosure rules are recorded.

    Article 4 - Cross-Standard Targets

    4.1 XOM mapping work may support ISO 3166 reservation or mapping analysis, ISO 4217 support, SWIFTRef, BIC, LEI, vLEI, KYC, sanctions, customs, PEPPOL, DID, verifiable credential, and certificate profiles.

    4.2 Each target system must preserve separate fields for:

  • travel-document issuer code;
  • sovereign or institutional authority;
  • ISO 3166 status;
  • physical office location;
  • transaction governing jurisdiction;
  • tax jurisdiction;
  • monetary authority.

    • Article 5 - External Gates

    5.1 External completion requires authoritative ICAO issuer-code confirmation, ICAO change-history evidence, border-system acceptance evidence where available, PKD or bilateral CSCA evidence where available, and ISO 3166 reservation or mapping assessment.

    5.2 The evidence package is sufficient for standards mapping only when the public sources in Article 3.1 are cited, any non-public attachments are cataloged with source, date, custodian, and permissible-disclosure rules, and no unresolved contradiction remains between the travel-document record and the claimed ISO or jurisdictional fields.

    5.3 If any of those conditions is missing, the Annex remains evidentiary and not externally complete.

    Article 6 - Legal Master Document Controls

    6.1 XOM evidence must remain a travel-document issuing-authority record and must not import unrelated names, emblems, history, diplomatic status, or governmental authority.

    6.2 The identity and non-confusion rule applies to all standards mapping, credential, certificate, and public-index uses.

    6.3 XOM evidence may support standards mapping, but it does not itself establish monetary authority, tax jurisdiction, office location, transaction governing law, or domestic regulatory authorization.
