OMNL Monetary Authority, Currency Register, and ISO Sponsorship Charter

Article 1 - Purpose

1.1 This Charter defines the target OMNL monetary-authority function for currency-register maintenance, reserve governance, monetary notices, and standards sponsorship.

1.2 This Charter remains draft-for-counsel until the required organic, monetary, and standards instruments are signed.

1.3 The `publishedAt` and `effectiveAt` values are proposed draft timestamps until counsel approval, production signature, and publication owner release occur.

Article 2 - OMNL Responsibilities

2.1 OMNL owns or sponsors the following target functions, subject to final counsel instruments:

  • monetary policy;
  • official monetary-unit and currency-register maintenance;
  • ISO 4217 applications;
  • reserve-management approval;
  • issuance and redemption-rule approval;
  • monetary audit and reporting;
  • settlement-institution designation;
  • eligible monetary and settlement participant recognition;
  • official monetary notices.

    • 2.2 OMNL may administer or sponsor GRU and Scudo standards filings without claiming external ISO assignment before ISO Maintenance Agency action.

    Article 3 - ISO 4217 Discipline

    3.1 Any GRU or Scudo ISO 4217 application shall distinguish currency-code, funds-code, reserved-code, and exceptional-treatment paths.

    3.2 Existing `XSC/968` language remains magistral provisional until external confirmation.

    3.3 No Gazette notice, standards packet, or implementation system may claim official ISO assignment before authoritative confirmation.

    Article 4 - Role Separation

    4.1 The following roles shall remain separate:

  • monetary authority: OMNL, unless counsel selects another governmental sponsor;
  • settlement institution: DBIS;
  • sovereign governmental authority: the Order;
  • travel-document issuing-authority designator: XOM.

    • 4.2 DBIS shall not be used as monetary issuer in ISO 4217 filings unless a later signed instrument expressly changes this rule.

    Article 5 - Required Completion Artifacts

    5.1 External completion requires the OMNL Organic Charter, Official Currency and Monetary Unit Register, resolution authorizing ISO and standards applications, Certificate of Incumbency of Monetary Officers, and ISO 4217 evidence package for GRU and Scudo.

    Article 6 - Legal Master Document Controls

    6.1 OMNL monetary-authority filings depend on the parent institution identity chain, officer incumbency, signing authority, filer authority, and the official currency-register authority chain.

    6.2 Any domestic registry or standards filing supports administration only and does not independently adjudicate international status or authorize regulated activity.

    6.3 Apostille, authentication, or certified-copy evidence authenticates signature, official capacity, seal, or record custody as applicable; it does not itself authenticate the substantive monetary claim.

    Article 7 - Controlling Register

    7.1 The controlling record for the selected OMNL monetary-authority role model and ISO sponsorship status is the signed Official Currency and Monetary Unit Register, once issued.

    7.2 Until that register is signed and published, this Charter remains a target-state instrument and not the final controlling register.
