OMNL Identity Standards Hierarchy

Section 1 — Purpose

1.1 This Instrument defines the standards hierarchy administered by **OMNL** in its digital-identity and standards delegate lane.

Section 2 — Hierarchy classes

2.1 Identity-related standards shall be classified as:

  • binding technical standard in the adopted lane
  • interoperability target
  • specimen and public-reference source
  • contextual or diplomatic reference only
  • prohibited overclaim source

    • Section 3 — Core identity standards

    3.1 The hierarchy may include, where expressly adopted:

  • ICAO Doc 9303
  • PRADO
  • eIDAS and SAML federation profiles
  • X-Road exchange architecture
  • PKIX certificate-path validation
  • W3C verifiable-credential or DID profiles where separately approved

    • 3.2 No framework in this hierarchy automatically grants public-law recognition, statutory accreditation, or regulator equivalence.

    Section 4 — OMNL delegate role

    4.1 OMNL may:

  • administer standards intake and adoption
  • publish standards classifications and approved profiles
  • route identity, registry, and verifier standards to the appropriate ecosystem operator

    • 4.2 OMNL may not use this standards role to claim independent licensing power beyond `GUOSMM-B-2026-016` and the governing SHOSJJ licensing acts.

    Section 5 — Publication rule

    5.1 Any external-body reference used as a standards basis in an official lane shall be traceable to:

  • this hierarchy publication
  • `GUOSMM-D-2026-011`
  • the programme-specific standards act that adopts it
