Complete Credential Verifier, Travel Document, and Family Workflow Standards

Section 1 — Purpose

1.1 This Instrument establishes programme standards for **Complete Credential** in the lanes of:

  • authoritative verification
  • official and service travel-document support
  • employee, officer, and immediate-family workflow continuity
  • authenticated-copy and order-linked evidence preservation

    • Section 2 — Standards hierarchy

    2.1 Where adopted in the programme lane, the following may be treated as standards references:

  • **ICAO Doc 9303** for document-format and MRZ structure
  • **EU PRADO** for specimen and public-reference comparison
  • **eIDAS / SAML** for interoperability and assurance context
  • **X-Road** for authenticated exchange architecture
  • **PKIX** for metadata, signer, and certificate-path validation

    • 2.2 The reference classification and claims boundary for those bodies is controlled by `GUOSMM-D-2026-011`.

    Section 3 — Authoritative verification rule

    3.1 The authoritative result for governed verification remains the Complete Credential verification service.

    3.2 Portal and border interfaces may present the result, but shall not replace the authoritative source or sever the evidence chain.

    Section 4 — Travel-document boundary

    4.1 Travel-document support under this Instrument is limited to official programme issuance and verification support under the governing Order authority.

    4.2 No person may cite this Instrument as proof that Complete Credential independently issues a nation-state passport, visa, border clearance, or universal travel right.

    Section 5 — Family workflow integrity

    5.1 Immediate-family workflows must remain linked to:

  • the governing order or authority basis
  • the applicant or principal record
  • the authenticated-copy and evidence record where required

    • 5.2 No family-related issuance may be treated as complete when the supporting order basis is absent, invalid, revoked, or detached from the workflow.

    Section 6 — Verifier evidence preservation

    6.1 Verification and issuance systems shall preserve:

  • versioned standards references
  • authoritative assertions and validation results
  • linked order and family-evidence references
  • operator and adjudicator actions
  • revocation and supersession state
