PanTel Telecom Standards and Licensing Boundary

Section 1 — Purpose

1.1 This Instrument establishes programme standards and licensing-boundary rules for **PanTel** as an Order-chartered multinational telecom cooperative.

Section 2 — Permitted cooperative functions

2.1 PanTel may organize:

  • cooperative interconnect and transport arrangements
  • member coordination and admission standards
  • incident coordination and continuity standards
  • telecom-adjacent infrastructure and service orchestration
  • cross-border programme transport support
  • Section 3 — Explicit licensing boundary

    3.1 PanTel shall not treat this Instrument or its charter as a substitute for:

  • national spectrum licenses
  • carrier authorization
  • numbering allocation rights
  • lawful intercept or emergency-services obligations imposed by local law
  • 3.2 ITU references are contextual and interoperability references only unless a separate instrument expressly provides otherwise.

    Section 4 — Standards posture

    4.1 PanTel shall maintain documented standards for:

  • interconnect and peering governance
  • service continuity and incident escalation
  • member admission and suspension controls
  • respondent-jurisdiction filing dependencies
  • public non-claims and representation controls
  • 4.2 Public representations shall follow `GUOSMM-E-2026-010` and `GUOSMM-D-2026-011`.

    Section 5 — External reliance

    5.1 Counterparties may rely on this Instrument as evidence that PanTel has a published standards lane for telecom-cooperative operations under the Order framework.

    5.2 Counterparties may not rely on this Instrument alone as proof of national carrier status, ITU equivalence, or statutory telecom exemption.
