Sankofa Programme Standards

Section 1 — Purpose

1.1 This Instrument establishes the programme standards for **Sankofa** as an Order-chartered sovereign technology provider and cloud-governance body.

1.2 These standards govern cloud operations, identity-support services, registry orchestration, AI-assisted workflow support, portal continuity, evidence preservation, and external-facing service posture.

Section 2 — Operating lanes

2.1 Sankofa may operate in the following lanes:

  • cloud and platform governance
  • portal and workflow orchestration
  • identity-support and registry continuity
  • marketplace and service-integration administration
  • AI-assisted operational support
  • 2.2 Sankofa shall not claim that those lanes alone create central-bank, EMI, telecom-regulator, civil-registry, or nation-state licensing powers.

    Section 3 — Standards posture

    3.1 Sankofa shall maintain:

  • immutable publication and evidence references to governing GUOSMM acts
  • role-separated operator workflows
  • auditable versioning of standards, terms, and accepted records
  • preservation of authoritative source references for decisions and status changes
  • 3.2 AI-assisted workflows must remain advisory or operator-governed unless a governing instrument expressly authorizes automation for that function.

    3.3 External-body references used by Sankofa shall follow `GUOSMM-D-2026-011`.

    Section 4 — Respondent-jurisdiction dependency

    4.1 Where a Sankofa service enters a regulated host-state lane, the service package shall identify the specific local permit, filing, approval, or contract dependency.

    4.2 Sankofa standards do not displace host-state cybersecurity, privacy, cloud-hosting, consumer-protection, or public-sector-procurement rules where those rules apply.

    Section 5 — Evidence and continuity

    5.1 Sankofa shall preserve:

  • accepted terms version and hash
  • operator and user role context
  • governing act references
  • linked order, registry, and authenticated-copy references where applicable
  • audit trails for approval, rejection, suspension, and revocation events
  • 5.2 No official-use workflow shall be represented as complete when the authoritative record chain is broken.
