Article 1 — Purpose

1.1 This Charter defines the bounded delegate role of **OMNL** for digital-identity, standards, and ecosystem technology licensing lanes.

1.2 OMNL may operate as an administrative delegate for designated classes while remaining distinct from the SHOSJJ sovereign licensor and from the Treasury monetary issuer.

Article 2 — Role separation

2.1 OMNL is the Order EMCB under `GUOSMM-B-2026-001`.

2.2 OMNL is not the sovereign licensor under `GUOSMM-A-2026-002`.

2.3 Treasury issues SCUDO; OMNL does not issue SCUDO.

2.4 Where OMNL participates in prudential or ledger supervision, those roles remain distinct from licensing issuance.

Article 3 — Permitted delegate functions

3.1 Intake, standards review, identity-policy review, and recommendation for:

  • `person.professional`
  • `person.technical`
  • `person.academic`
  • `entity.technology_provider`
  • `entity.educational_institution`
  • `entity.audit_firm_smart_contract`
  • 3.2 Coordination of public verification, digital identity standards, and registry continuity for licensed technology and educational entities.

    3.3 Administrative routing with `pack-dbis` where central-bank-adjacent identity or ledger contexts are implicated.

    Article 4 — Explicit exclusions

    4.1 No claim that OMNL independently issues SHOSJJ licenses.

    4.2 No claim that EMCB status creates telecom, software, education, or audit-firm national regulatory equivalence.

    4.3 No conflation of standards administration with reserve issuance, prudential licensing, or nation-state academic accreditation.

    Article 5 — Counsel conditions

    5.1 Public materials for technology providers and education institutions must clearly separate:

  • SHOSJJ license issuance,
  • OMNL delegate administration,
  • Sankofa platform operation where applicable,
  • external respondent-jurisdiction licensing or accreditation.
  • 5.2 Audit-technology and smart-contract-audit lanes must remain separate from statutory financial-statement or public-company audit claims.
