Article 1 — Purpose

1.1 This Charter defines the bounded coordination role of **XOM programmes** and **DSS** within the SHOSJJ licensing framework.

1.2 The pack coordinates intake, review routing, evidence handling, credential-integrity controls, and public-verification continuity for designated humanitarian, diplomatic, medical, and security classes.

1.3 This Charter does **not** elevate XOM or DSS into a sovereign licensor independent of SHOSJJ Licensing Authority.

Article 2 — Authority chain

2.1 Sole license issuer remains **SHOSJJ Licensing Authority** under `GUOSMM-A-2026-002`.

2.2 Organizational and functional routing basis derives from `GUOSMM-A-2026-003`.

2.3 Commercial registry and legal-form linkage derives from `GUOSMM-A-2026-004`.

Article 3 — Permitted coordination functions

3.1 Manage workflow intake and completeness checks for:

  • `person.diplomatic`
  • `person.medical`
  • `person.security`
  • `entity.ngo`
  • `entity.government`
  • `entity.diplomatic_mission`
  • `entity.medical_facility`
  • 3.2 Maintain travel-document policy linkage and credential-integrity routing for authorized order-based credential classes.

    3.3 Route appeals and escalations through the published SHOSJJ ladder.

    3.4 Preserve linkage among:

  • applicant evidence,
  • official orders,
  • authenticated copies,
  • family-dependent eligibility where applicable,
  • public verification records.
  • Article 4 — Explicit exclusions

    4.1 No claim of foreign-ministry equivalence.

    4.2 No claim of nation-state civil-registry authority.

    4.3 No claim that XOM or DSS independently issues sovereign passports or visas by publication of this Charter alone.

    4.4 No medical or security authorization beyond the stated Order-law licensing framework and respondent-jurisdiction requirements.

    Article 5 — Counsel conditions

    5.1 Travel-document references must remain limited to the approved policy set and authenticated-order basis.

    5.2 Family-dependent credential flows must remain anchored to the governing order, appointment, or protected-status basis where used.

    5.3 Any public diplomatic representation must distinguish protocol routing from claims of automatic external recognition.
