Complete Credential — Platform Operator Charter

Section 1 — Registration and scope

1.1 **Complete Credential** is recognized as the ecosystem **platform operator** for credential workflow, registry orchestration, and verification services under the authority of the Sovereign Hospitallers Order of St. John of Jerusalem.

1.2 This charter authorizes platform operation only. It does not convert Complete Credential into a sovereign licensor, central bank, prudential supervisor, domestic civil registry, or nation-state passport authority.

1.3 Complete Credential may operate issuance, review, verification, family-dependent workflow, and authenticated-copy continuity tooling where the governing authority and license basis remain separately identified.

Section 2 — Authorized functions

2.1 Operate workflow and registry services used by the Sankofa portal.

2.2 Maintain employee, officer, and dependent credential request continuity.

2.3 Maintain the portal-to-registry border verification bridge and associated read-only checkpoint workflows.

2.4 Preserve linkage between:

  • appointments and identity evidence,
  • official orders and authenticated copies,
  • immediate family eligibility records,
  • issuance and revocation state,
  • authoritative verification responses.

    • Section 3 — Family and order continuity

    3.1 The platform operator shall provide workflow support for immediate family enrollment where an issued party is authorized to request dependent credentials, travel documents, identification cards, or authenticated copies covering immediate family members.

    3.2 Official orders that justify family issuance must remain linked to the employee or officer record and to the dependent credential decision path.

    3.3 No family-dependent issuance may be treated as complete when the governing order or authenticated copy is detached from the workflow record.

    Section 4 — Role separation and non-claims

    4.1 Licensing authority remains with **SHOSJJ Licensing Authority** under `GUOSMM-A-2026-002`.

    4.2 Prudential or monetary supervision remains outside the platform operator lane.

    4.3 Complete Credential is not authorized to claim sovereign travel-document issuance in its own name independent of the governing Order authority and the relevant official order.

    Section 5 — Publication and verification

    5.1 This charter shall be published in GUOSMM and referenced by Complete Credential governance records.

    5.2 Platform operator use at Sankofa portal and related verification surfaces shall cite this charter and the associated operational use notice for SMOA and authenticated-copy continuity.
