Monetary Authority Transition and Supersession Instrument

Article 1 - Purpose

1.1 This Instrument establishes the transition and supersession method for monetary authority materials that distinguish current Treasury-issued SCUDO language from the target OMNL monetary-authority model.

1.2 This Instrument is a draft for counsel review until signed and published under the applicable production signature and counsel gate.

1.3 The `publishedAt` and `effectiveAt` values are proposed draft timestamps until counsel approval, production signature, and publication owner release occur.

Article 2 - Current-State Preservation

2.1 Existing Treasury SCUDO issuer language remains authoritative for current-state references unless an express later instrument supersedes it.

2.2 No Gazette act, operator runbook, standards packet, ledger configuration, or public copy shall treat this transition framework as a silent amendment of prior acts.

Article 3 - Target OMNL Monetary Authority

3.1 OMNL is the target monetary authority for future monetary-unit administration, official currency-register maintenance, reserve governance, ISO 4217 sponsorship, standards filings, and official monetary notices.

3.2 The final legal structure shall select one Scudo role model before external filings make production-grade claims:

  • OMNL issuer;
  • OMNL administrator;
  • OMNL sponsor;
  • Treasury issuer with OMNL supervisor;
  • another structure expressly selected by counsel and signed authority.
  • Article 4 - DBIS Boundary

    4.1 DBIS remains the wholesale settlement institution.

    4.2 DBIS does not become monetary issuer by operating settlement, clearing, finality, reserve-attestation, or mint-execution rails.

    4.3 DBIS may execute or evidence settlement actions only under the applicable monetary authority, settlement rules, participant agreements, and jurisdictional perimeter controls.

    Article 5 - Supersession Rule

    5.1 Any supersession instrument must identify the superseded document IDs, articles, terms, effective date, and operational migration requirements.

    5.2 Public materials must preserve the distinction between current-state statements, target-state statements, and externally confirmed authority.

    Article 6 - Legal Master Document Controls

    6.1 Supersession remains subject to the Legal Master Document mandatory identity gate and parent-government authority chain.

    6.2 No monetary or standards instrument may attribute name, emblem, history, diplomatic status, or governmental authority of an unrelated similarly named order to the filer.

    6.3 A domestic filing cannot cure a missing or defective parent-government authority chain.

    Article 7 - Final Selection Record

    7.1 The final Scudo role model selected under Article 3 shall be recorded in a signed decision minute or supersession instrument that cites this document ID.

    7.2 Until that signed record exists, Article 3 remains target-state policy only and does not constitute a final legal selection.
