1.1 This Act establishes the Gazette licensing framework for regulated asset management, including venture capital, hedge fund, and wealth management activity.
1.2 The Act creates the institutional basis for a controlled license stack rather than a single overbroad financial authorization.
1.3 The Act is intended to be published as a Tier 1 GUOSMM instrument and incorporated by reference into all sector add-ons under this package.
2.1 A firm may be licensed as an investment manager, fund manager, adviser, or wealth manager only to the extent stated in its published instrument.
2.2 Additional regulated activities, including dealing, arranging, execution, custody, derivatives, commodities, or cross-border solicitation, require express separate authorization.
2.3 No implied permission arises from general asset-management status alone.
3.1 The Licensing Authority is the sole issuer of licenses under this framework.
3.2 Prudential supervision, client-asset controls, tax treatment, and respondent-jurisdiction approvals remain separate matters and are not absorbed into the licensing act by publication alone.
3.3 The Act does not create banking, deposit-taking, payment-institution, broker-dealer, exchange, or custodian equivalence.
4.1 Every license instrument under this framework shall include:

5.1 The licensing authority may require, as conditions precedent:

7.1 Publication under this Act does not itself create host-state authorization.
7.2 External regulatory recognition, passporting, or market access remains subject to local law and bilateral approval where applicable.
