# Gazette Registry Status and Publication-State Correction Circular

## Section 1 - Purpose

1.1 This Circular normalizes status language for the Gazette platform, publication inventory, signature manifests, and external notice posture.

1.2 This Circular prevents public operators from conflating a live Gazette platform with production-signed status or external authority completion for every individual act.

1.3 The `publishedAt` and `effectiveAt` values are proposed draft timestamps until counsel approval, production signature, and publication owner release occur.

## Section 2 - Status Model

2.1 Gazette platform status describes whether the public registry and document endpoints are available.

2.2 Publication inventory status describes whether publication directories, bodies, envelopes, hashes, PDFs, and publication-log rows exist.

2.3 Signature status describes whether a document is scaffold, lab-signed, production-signed, or otherwise signed under the applicable manifest.

2.4 External notice status describes whether required counsel, diplomatic, ISO, ICAO, respondent-jurisdiction, or other external confirmations have been obtained.

## Section 3 - Public URL Discipline

3.1 External completion claims shall cite public HTTPS Gazette URLs only:

- `https://gazette.shosjj.org/notices/2026/<DOCUMENT_ID>`;
- `https://gazette.shosjj.org/2026/<DOCUMENT_ID>/body.pdf`;
- `https://gazette.shosjj.org/api/v1/documents/<DOCUMENT_ID>/verify`;
- `https://gazette.shosjj.org/api/v1/publication-log`.

3.2 Local filesystem paths may support operator work but shall not be used as public evidence.

## Section 4 - Registry Metadata Correction

4.1 Repository metadata should separate platform status, publication inventory status, signature status, and external notice status.

4.2 The Gazette public host shall not be described as merely proposed after live verification exists.

4.3 Existing scaffold signature manifests remain scaffold until scoped signing action changes them.

## Section 5 - Legal Master Document Proof Layers

5.1 Apostille, publication-log, PDF, signature, and registry evidence are separate proof layers and must not be conflated.

5.2 A public URL proves availability of a Gazette record. It does not by itself prove counsel approval, external standards-body assignment, respondent-jurisdiction authorization, or substantive content authentication.

5.3 Public reporting must distinguish local draft, public availability, production signature, counsel signoff, external notice, and external-authority completion.

5.4 Operational owners for status changes are:

- GRU Valuation Control Lead for valuation-bound wording and suspension semantics;
- GRU Publication Control Owner for registry labels, publication-state changes, and republish release;
- GRU Reserve Operations Lead for reserve-bound escalation and dependency closure.

5.5 The machine-readable source of truth for this Circular is the publication body metadata, envelope, and signature manifest associated with this document ID; any repo mirror or index entry must remain aligned with those fields.
