# Diplomatic and External Engagement Framework Notice

## Section 1 — Purpose

1.1 This Notice states how Order-chartered bodies may present and conduct external engagement under the diplomatic, humanitarian, technical, and cooperation footing of the Sovereign Military Order of Malta.

1.2 This Notice is intended to support lawful outward engagement for programmes serving people through education, training, healthcare support, crisis response, identity-support, infrastructure, telecommunications, technology, employment, and project funding.

## Section 2 — External engagement channels

2.1 Subject to the governing charter and applicable law, an Order-chartered body may engage through:

- diplomatic introductions and institutional correspondence
- programme proposals and implementation briefs
- memoranda of understanding and service arrangements
- training, education, certification, and workforce programmes
- humanitarian and development partnerships
- technical assistance, cloud, software, identity-support, and telecom service arrangements
- donor, project, and grant-administration arrangements

2.2 External engagement may be addressed to States, ministries, municipalities, international organizations, NGOs, universities, hospitals, regulated institutions, private counterparties, and local community partners.

## Section 3 — Required presentation posture

3.1 All external engagement should accurately identify:

- the Order authority chain
- the acting chartered body
- the mission purpose
- the operational lane involved
- any jurisdiction-specific dependencies still pending

3.2 The preferred presentation for Sankofa is as an Order-chartered sovereign technology provider and cloud-governance body.

3.3 The preferred presentation for PanTel is as an Order-chartered multinational telecom cooperative operating under PANDA.

3.4 The preferred presentation for Complete Credential is as an Order-chartered platform operator for credential workflow and verification continuity.

## Section 4 — Permitted outward acts

4.1 A chartered body may, within scope and subject to applicable law:

- negotiate and execute lawful service and implementation arrangements
- deliver training and educational programmes
- deploy personnel, platforms, equipment, and support functions
- coordinate crisis-response and humanitarian-support workflows
- maintain programme registries, credential workflows, and authenticated evidence continuity
- provide employment and project-management structures
- support local quality-of-life and basic-needs programmes

4.2 A chartered body may seek the support, cooperation, or recognition of local, national, regional, or international counterparties, but may not represent such support, cooperation, or recognition as already granted unless documented.

## Section 5 — Multilateral references

5.1 References to the UN, the Order's Permanent Observer participation, ICAO, EU/PRADO, the World Bank's ID4D initiative, ITU, or comparable bodies shall be used only for the specific functions those authorities or frameworks actually support.

5.2 Multilateral references may be used to explain:

- humanitarian and development mission alignment
- document-format and standards alignment
- specimen and registry reference points
- identity-inclusion and service-delivery context
- telecom or digital-development engagement pathways

5.3 Multilateral references shall not be used to imply:

- automatic universal recognition
- host-state legal displacement
- blanket diplomatic immunity for subordinate bodies
- unrestricted market access
- automatic licensure or regulator equivalence

## Section 6 — Host-state and respondent-jurisdiction rule

6.1 External engagement must preserve respondent-jurisdiction compliance gates wherever local law, regulation, filing, or recognition is required.

6.2 No programme operator may state that its activities proceed without local governmental permission where such permission is legally required.

6.3 Anti-corruption, transparency, and fairness commitments may be stated as institutional policies, but not as claims that local law or oversight no longer applies.

## Section 7 — Public reliance

7.1 Counterparties may rely on this Notice as evidence that Order-chartered bodies are authorized to pursue external engagement within their mission lane.

7.2 Counterparties may not rely on this Notice alone as proof of licensing, immunity, market-access entitlement, travel-document recognition, or regulatory dispensation.

7.3 Where reliance depends on a local permit, MOU, approval, filing, or contract, the acting body shall identify that dependency in the engagement package.
