# International Monetary Cooperation Forum — Charter Notice

## Section 1 — Establishment

Establishes the **International Monetary Cooperation Forum** as a diplomatic coordination body for EMCB, treasury, and treatied-nation monetary dialogue under magistral law.

## Section 2 — Membership

2.1 Observer: foreign ministries and IFIs by invitation.  
2.2 Participant: licensed EMCB/ISB members and treatied-nation CBs upon F-series framework agreement.

## Section 3 — Outputs

Forum proceedings may yield Series F agreements; no binding monetary policy without separate GUOSMM Tier 1 instrument.
