## 1 — Scope

Programme-level solvency, reserves, and reinsurance standards for **captive and contingent insurance** under OMNL supervision — not general retail insurance in nation-state markets.

## 2 — Programme reserves

2.1 Programme reference ceiling per charter: USD 120,000,000,000 (allocation HERMES-100B) — collateral reference scale, not policyholder statutory capital.

2.2 Contingent exposures shall maintain reserves proportionate to admitted programmes, documented in Series E transparency reports when material.

## 3 — Reinsurance

3.1 Reinsurance arrangements require compliance review and institutional counsel gate before binding external reinsurers.

3.2 Track B closure required for reinsurance with nation-state licensed carriers.

## 4 — Underwriting governance

4.1 Technology-assisted underwriting remains ancillary; licensed decisioning requires HO batch pool + prudential supervisor oversight per `GUOSMM-E-2026-002`.

4.2 Primary insurer pool liaison: Bernard Niehaus (Officers Pool Insurer role).

## 5 — Reporting
